Accessibility statement
The state of conformance of this site, the content that is not accessible and why, the method of evaluation, and the routes for feedback and enforcement.
Commitment
Parousia Group builds and operates infrastructure that institutions and the public depend on. Accessibility is one of the requirements to which the group’s digital services are designed, built and maintained, and it is assessed on each release rather than at the end of a project.
This statement is made under Article 7 of Directive (EU) 2016/2102 and clause 9.6 of EN 301 549 V3.2.1, in the form set out by Commission Implementing Decision (EU) 2018/1523. It covers www.parousiagroup.com and the regional sites operated on the same codebase: westafrica, eastafrica, europe, americas, middleeast and apac.parousiagroup.com. It does not cover the sites of the six solutions the group operates, which publish their own.
It was drawn up on 18 August 2026 and last reviewed on 19 August 2026. In accordance with Commission Implementing Decision (EU) 2018/1523, it is reviewed whenever the evaluation described in section methode establishes a change in the state of conformance and, failing that, periodically and at least once a year.
Conformance level
These sites are partially compliant with EN 301 549 V3.2.1 and with the Web Content Accessibility Guidelines (WCAG) 2.2 at level AA, which is the level referenced by that standard and by Directive (EU) 2016/2102. Partial compliance means that the criteria set out below are met on every page evaluated, and that the content listed in section limites is not accessible or is accessible only through an alternative route.
- Contrast (SC 1.4.3, 1.4.11) — contrast is measured on the worst-case pixel, never on an average. Text placed over photography is measured after the overlay has been composited, pixel by pixel, and the resulting values are held as automated tests applied to every release.
- Keyboard (SC 2.1.1, 2.4.7) — every interactive control is reachable and operable by keyboard, and focus is visible on all of them with a two-pixel outline offset from the control.
- Motion (SC 2.2.2, 2.3.3) — every moving background carries a pause control, and all non-essential motion is suppressed under prefers-reduced-motion.
- Structure (SC 1.3.1, 2.4.6) — one h1 per page, a continuous heading outline, landmarks, and a skip link to the main content.
- Language and direction (SC 3.1.1, 3.1.2) — twelve languages, each served with its own lang and dir attributes; Arabic and Hebrew are rendered right to left, by way of logical properties rather than mirrored stylesheets.
- Forms (SC 3.3.1, 3.3.3) — errors are announced, associated with their field, and focus moves to the first field in error.
- Target size (SC 2.5.8) — interactive targets meet the 24 by 24 CSS pixel minimum introduced in WCAG 2.2.
How this was established
The method of evaluation is a self-assessment within the meaning of Commission Implementing Decision (EU) 2018/1523, combining an automated audit with a manual review. The evaluation is carried out on each release; the most recent one relates to the version in force at the date shown at the head of this document.
The automated audit runs axe-core against the built site in a real browser, over the WCAG 2.0 A/AA, 2.1 A/AA and 2.2 AA rule sets, on a representative page of each template. A release carrying a violation is not published.
An automated audit does not establish conformance on its own, since a part of the criteria calls for a judgement. Contrast over photographic backgrounds, the logic of the heading outline, the usefulness of alternative text, the order of a form and the operation of the site by keyboard alone are therefore reviewed manually, and the measurements taken are kept with the version they relate to. Group Operations carries out the evaluation; the Legal Department maintains this statement.
Compatibility
The sites are built to work with current versions of assistive technology on current browsers, and are developed to standard HTML semantics rather than to any one screen reader. They do not require JavaScript to be read: the content of every page, including the list of open roles, is delivered by the server.
Text can be resized to 200 per cent, and reflows to a single column at a 320 CSS pixel viewport width, without loss of content or function. Where an assistive technology or a browser version is old enough that a page is no longer usable with it, the Legal Department and Group Operations examine the case on a report made under section retour.
Known limitations
The content listed below is not accessible, or is accessible only through an alternative route. Each item states the content concerned, the reason for it and the route open to a reader.
- Background video and film footage carries no captions. The reason is that these sequences carry no audio track and no dialogue. Where a sequence carries meaning, that meaning is also written in the adjacent text; where it is decorative, it is exposed as decorative to assistive technology. Any future footage carrying speech will be captioned before publication.
- Legal documents are published in English and in French only. The reason is that a document producing legal effects is published only in a language in which its text has been settled. A reader using another language receives the interface in that language, a notice on the document, and the text in English; the content of a legal document in another language is provided on request to the Legal Department at contact@parousiagroup.com.
- Some job advertisements are published in English only, for the same reason, and this is stated on the advertisement. Human Resources answers a question on the content of an advertisement, in English or in French, at careers@parousiagroup.com.
- The interactive office map is a supplementary view and its content is not exposed to assistive technology. Every office it plots is also listed as text, with its address, on the same page: the map is never the only route to the information.
No content is excluded from this statement on the ground of disproportionate burden within the meaning of Article 5 of Directive (EU) 2016/2102.
Feedback and escalation
If any part of these sites prevents you from doing what you came to do, write to the group stating what you were trying to do, on which page, and what happened. You need not identify the criterion concerned and no particular wording is required. A report may also be used to ask for content published in a form you cannot use to be communicated to you in another form.
Where the group does not answer a report, or where its answer does not resolve the matter, the reader may bring it before the body responsible for enforcing accessibility in their jurisdiction. In the European Union that is the body designated under Article 9 of Directive (EU) 2016/2102 in the Member State concerned, and the enforcement procedure is the one that body publishes. In the United States, Section 508 of the Rehabilitation Act provides a route of its own. Using either route is not conditional on having first written to the group.
