Governance principles
Parousia Group operates critical infrastructure for public institutions, regulated businesses and network operators. This page sets out how the group is directed, controlled and held to account.
How the group is directed and controlledData stays where the law places it
- Separation of direction and executionThe board directs and supervises; the executive committee executes. The two roles are held by different people, and the distinction is written into the group statutes.
- Data stays where the law places itCustomer and citizen data is hosted in the jurisdiction that governs it. Where the client is a public institution, that institution holds the encryption keys. The Data Protection Office records each processing operation and the transfers attached to it.
- Every privileged action is recordedAdministrative actions on group systems are written to an append-only audit journal held outside the reach of the person who performed them. The journal is retained for the period set by group policy and is available to Internal Audit.
- Procurement is contestableAwards above a defined threshold require a competitive tender and a documented decision. The Procurement Department applies the same threshold and the same process in every country, and a single-source award requires a written justification and a second signature.
- Concerns reach the board without filtersConcerns may be raised through a written channel that does not pass through line management. Reports are received by the Legal Department, which operates the channel, and are reported to the board’s ethics and compliance committee; retaliation against a person who reports in good faith is prohibited.
