Publisher of the site

This site is published by Parousia Group, a technology holding company whose seat is at 157, avenue du Livre, Kinshasa – Gombe, Democratic Republic of the Congo. The group is not listed on any exchange and its securities are not admitted to trading on any market. Its legal form and the identifiers under which it is registered are dealt with in section registration; those that have not yet been communicated for publication are stated as such there rather than approximated.

The group operates six solutions: NetVox Intelligence (unified communications and applied artificial intelligence), Global Technology Africa (cloud and platforms), Afrika Plaza (commerce), PAGEXPRESS (logistics), PAGPay (payments) and INTIC (educational technology, under construction). These are solutions operated by the group. They are not companies, they are not separate legal persons, and they do not contract in their own name — a distinction that matters the moment a counterparty has to be named in an agreement or in an invoice.

The group’s regional holdings are companies: Parousia West Africa (Lagos, Nigeria), Parousia East Africa (Nairobi, Kenya), Parousia Europe (London, United Kingdom), Parousia America (Washington, United States), Parousia Middle East (Dubai, United Arab Emirates), and Echad Technologies (Singapore), the group’s technical arm. Each is established under the law of the country named beside it and is registered there in its own right.

This is an institutional publication. The site carries no advertising space, no sponsored placement and no third-party tracking, and a page of it makes no request to a service the group does not operate. Where the site names a partner, that mention is editorial: it is not an advertisement within the meaning of Article 6 of Directive 2000/31/EC.

Seven sites run on the same codebase, one deployment for each region. This notice covers all of them; where a site is published by a regional company, that company is the publisher of that site and is named below.

The identifiers of each regional company are published by that company in the country where it is registered, and are not restated here: a group site that repeats a registration number it does not control ends up publishing an outdated one.

Director of publication

The director of publication is the legal representative of Parousia Group, in that capacity, for www.parousiagroup.com and for the regional sites listed above. Editorial responsibility for a regional site sits with the legal representative of the company publishing it.

The name of the person holding the function is not published in this document: the group has not communicated it for publication. It will be shown here once the designation is recorded, and it is given on written request to the group secretariat at contact@parousiagroup.com. Editorial requests, corrections and press matters are received at press@parousiagroup.com and are dealt with under the authority of the director of publication.

How to reach the publisher

Article 5(1)(c) of Directive 2000/31/EC requires details allowing the publisher to be contacted rapidly and communicated with in a direct and effective manner. These are those details; each one is answered by a person.

Registration and tax identifiers

A company established in the Democratic Republic of the Congo is entered in the Registre du commerce et du crédit mobilier (RCCM), held under the OHADA Uniform Act on General Commercial Law, and carries a national identification number and a tax number issued by the tax administration. Article 5(1)(d) and (g) of Directive 2000/31/EC, § 5(1) no. 4 and no. 6 of the German Digitale-Dienste-Gesetz and regulation 6 of the United Kingdom Electronic Commerce (EC Directive) Regulations 2002 each require those identifiers, and any VAT number, to appear in a legal notice.

None of them is published in this document. The group has not communicated its RCCM number, its national identification number or its tax number for publication, and no VAT number is stated. They will be published in this section as soon as they are assigned or released for publication, and they are given in the meantime on written request to the group secretariat at contact@parousiagroup.com.

Why this gap is written rather than filledA registration number is the one field on this page that a reader verifies against a public register. A number that resolves to nothing, or to another company, turns an administrative gap into a suspicion of false declaration, and it does so in front of exactly the reader this document is written for. So the section states what is missing, and the document carries the status under review, which is displayed at the head of the page. The status will change when the identifiers are here, and not before.

Hosting and where the site is served from

Each site is served from a self-contained runtime image built from a single codebase. The image embeds everything a page needs — text, images, film, typefaces and the search index — so that displaying a page involves no content delivery network, no font service, no analytics service, no external form service and no embedded third-party player. The runtime image contains neither a package manager nor a compiler and runs as an unprivileged user.

The name and address of the hosting provider of each site, and the country in which its servers are located, are not stated in this document: the group has not communicated them for publication. They will be published here for each site as its deployment is fixed, and they are given on written request to the group secretariat at contact@parousiagroup.com. Article 6 III of the French LCEN and the equivalent rules elsewhere require a publisher to name its host; the group states the gap rather than naming a provider it has not confirmed.

Where a message, an application or a subscription is passed on to a system the group uses for contact, recruitment or mailing, that transmission and the place where the data is then held are governed by the privacy policy, which states them for each processing operation. Reading a page transmits nothing to a third party; sending a form does transmit something, and the two are not the same question.

Authorisation and supervisory authorities

Publishing this site is not an activity subject to authorisation, and the group holds no authorisation for it: no supervisory authority is therefore named under § 5(1) no. 3 of the German Digitale-Dienste-Gesetz. No regulated profession is exercised through the site, so no chamber, professional title or rule of professional conduct is stated under § 5(1) no. 5 of that Act. No certification of any kind — security, quality or otherwise — is claimed anywhere on this site.

Where a solution the group operates is itself subject to sector supervision — electronic communications, payment services — that supervision applies to the entity providing the service in the country concerned, and its authorisation is published by that entity in the country that granted it. Nothing on this site constitutes such an authorisation, and no page of it may be read as a statement that a service is authorised in a country where it is not.

For the protection of personal data, the competent supervisory authority is the one of the country in which the reader resides, and the routes to it are set out in the privacy policy. The group has not published the name of a data protection officer within the meaning of Article 37 of Regulation (EU) 2016/679; correspondence marked for the attention of the data protection officer is received at contact@parousiagroup.com and is routed accordingly.

Marks, imagery and third-party works

The names Parousia Group and Echad Technologies, the names of the group’s regional companies, the names of the six solutions it operates, the logotypes and the wave artwork used across the site are marks of the group, protected as such and used under its control. Marks belonging to third parties are named on the site only to identify their holder, under the principle stated by the Paris Convention for the Protection of Industrial Property. The conditions on which they may be used are set out in the terms of use.

Some of the marks shown in the partner strip are provisional typographic marks drawn for this site pending the official files from the entity concerned. They are marked as provisional in the codebase and are replaced as the files arrive; they are not the definitive marks and should not be reproduced as such.

Photographs and film sequences are used by the group under the rights it holds or has obtained. The typefaces are third-party works used under the SIL Open Font License 1.1. A rights holder who considers that a work is used on this site without a right should write to press@parousiagroup.com, identifying the page and the work; the group withdraws the item while it checks rather than after it has concluded.

Contact point under the Digital Services Act

This site is not an intermediary service within the meaning of Article 3(g) of Regulation (EU) 2022/2065. It publishes the group’s own content: it does not transmit information provided by a recipient, it does not store information at a recipient’s request, and it disseminates nothing to the public on anyone else’s behalf. Articles 16 and 13 of that Regulation, which govern notice and action for hosting services and the designation of a legal representative in the Union by a provider of intermediary services established outside it, therefore do not apply to it. Should the group operate an intermediary service addressed to the Union, the designation required by Article 13 will be published here.

The group nevertheless designates a single point of contact, on the model of Articles 11 and 12 of that Regulation, and operates the notice mechanism described in the next section. A reader who finds unlawful or wrong content on a page should not have to determine the group’s regulatory status before being able to report it.

Reporting content, an error or a weakness

Anyone may report content published on this site that is unlawful, a statement that is wrong, a use of the group’s name or marks that does not come from the group, or a security weakness. A report is sent to contact@parousiagroup.com, or by post to the address above. No particular form and no particular wording is required.

  • The address of the page and, where possible, the passage or the item concerned.
  • What is wrong with it, in your own words, and why — a reference to a legal provision helps but is not required.
  • An address at which the group can reach you, unless you prefer to report anonymously, in which case the group acts on the report but cannot tell you what it did.
  • A statement that what you report is accurate to the best of your knowledge.
What the group does with a reportThe group acknowledges a report within five working days and states, in that acknowledgement, what it intends to do and by when. Reports are read and decided by a person; none is decided automatically. Where a report raises a serious doubt about the lawfulness of a passage, the passage is withdrawn while the group checks rather than after it has concluded. Where the group declines to act, it says so and gives its reason.

Security weaknesses are received at the same address, with the word security in the subject line. The group does not publish a security.txt file within the meaning of RFC 9116 and has not published a vulnerability disclosure policy; until it does, a report is handled as ordinary correspondence at that address, and the group asks that a finding not be made public before it has been able to answer.

An accessibility barrier is reported in the same way and is dealt with under the accessibility statement, which sets out what is met, what is not, and the escalation route to the accessibility enforcement body of your jurisdiction.
