Publisher of the site

This site is published by Parousia Group, a technology holding company whose seat is at 157, avenue du Livre, Kinshasa – Gombe, Democratic Republic of the Congo. The group is not listed on any exchange and its securities are not admitted to trading on any market. Its registered name, its legal form and the identifiers under which it is registered are set out in full in the section on registration.

The group operates six solutions: NetVox Intelligence (unified communications and applied artificial intelligence), Global Technology Africa (cloud and platforms), Afrika Plaza (commerce), PAGEXPRESS (logistics), PAGPay (payments) and INTIC (educational technology, under construction). These are solutions operated by the group. They are not companies, they are not separate legal persons, and they do not contract in their own name; where a counterparty has to be named in an agreement or in an invoice, the company named in the section on registration is the one that binds.

The group’s regional holdings are companies: Parousia West Africa (Lagos, Nigeria), Parousia East Africa (Nairobi, Kenya), Parousia Europe (London, United Kingdom), Parousia America Inc. (New York, United States), Parousia Middle East (Dubai, United Arab Emirates), and Echad Technologies (Singapore), the group’s technical arm. Each is established under the law of the country named beside it and is registered there in its own right.

This is an institutional publication. The site carries no advertising space, no sponsored placement and no third-party tracking, and a page of it makes no request to a service the group does not operate. Where the site names a partner, that mention is editorial: it is not an advertisement within the meaning of Article 6 of Directive 2000/31/EC.

Sites covered by this notice

Seven sites run on the same codebase, one deployment for each region. This notice covers all of them; where a site is published by a regional company, that company is the publisher of that site and is named below.

The identifiers of each regional company are published by that company in the country where it is registered, under the rules applicable there, and are not restated in this notice. They are given on written request to the Group Secretariat at contact@parousiagroup.com.

Director of publication

The director of publication is the legal representative of Parousia Group, in that capacity, for www.parousiagroup.com and for the regional sites listed above. Editorial responsibility for a regional site sits with the legal representative of the company publishing it.

The function of director of publication is exercised by the Group Secretariat, which is addressed at contact@parousiagroup.com and which holds the record of the designation, of the successive versions of each published document and of the corrections made to them. A written request for the identity of the person holding the function at a given date is answered by that office.

Editorial requests, corrections and press matters are received at press@parousiagroup.com and are dealt with under the authority of the director of publication. A right of reply concerning a statement published on the site is addressed to the same place, in writing, identifying the page and the passage concerned; it is answered by the Legal Department together with the Group Secretariat.

How to reach the publisher

Article 5(1)(c) of Directive 2000/31/EC requires details allowing the publisher to be contacted rapidly and communicated with in a direct and effective manner. Those details are set out below, with the function that answers each of them. None of these channels is operated by an automated system alone.

Registration and tax identifiers

A company established in the Democratic Republic of the Congo is entered in the Registre du commerce et du crédit mobilier (RCCM), held under the OHADA Uniform Act on General Commercial Law, and carries a national identification number and a tax number issued by the tax administration. Article 5(1)(d) and (g) of Directive 2000/31/EC, § 5(1) no. 4 and no. 6 of the German Digitale-Dienste-Gesetz and regulation 6 of the United Kingdom Electronic Commerce (EC Directive) Regulations 2002 each require those identifiers to appear in a legal notice. Congolese law adds an obligation of its own: the notification of the tax number requires it to be shown on every document the company issues.

The identifiers below are those under which Parousia Group is entered in the Registre du commerce et du crédit mobilier and with the tax administration. They are the references to use in a contract, on an invoice or in a formal notice, and they are the references against which the entries may be checked with the registry and with the Direction Générale des Impôts.

The object entered in the register is the purchase and sale of consumer goods online, import and export as well as freight by air, sea and road, marketing and promotion, the provision of services and online training, and generally every financial, commercial and movable-property operation connected directly or indirectly with that object. The register states the sector as wholesale trade. This is the object as entered in the register.

The group holds a company incorporated in the United States. Parousia America Inc. is a Delaware stock corporation, incorporated on 22 January 2025 under file number 10073663, with an authorised capital of 10,000 shares of a par value of $0.0001. Its registered office in Delaware is the address of its registered agent, Northwest Registered Agent Service, Inc., at 8 The Green, Suite B, Dover, Kent County, Delaware 19901; that address is the one company law requires to be stated and is not a place of business. The company has been registered in the State of New York since March 2025 and operates from that State.

Article 5(1)(g) of Directive 2000/31/EC requires a value added tax identification number to be stated where the publisher carries on an activity subject to VAT. The group is not registered for VAT in the European Union or in the United Kingdom and holds no such number. The tax identifier that applies to it is the Congolese tax number given in the table above. The United States federal employer identification number of Parousia America Inc. is not required in a legal notice and is not published here; it is given to a counterparty on request, on the tax forms that call for it.

Hosting and where the site is served from

Each site is served from a self-contained runtime image built from a single codebase. The image embeds everything a page needs — text, images, film, typefaces and the search index — so that displaying a page involves no content delivery network, no font service, no analytics service, no external form service and no embedded third-party player. The runtime image contains neither a package manager nor a compiler and runs as an unprivileged user.

Article 6 III of the French LCEN, § 5 of the German Digitale-Dienste-Gesetz and the equivalent rules in other jurisdictions require a publisher to state the name, the corporate name and the address of the provider hosting its site. Those particulars are settled site by site as each deployment is fixed, they are published in this notice for each site once settled, and they are given for any site on written request to the Group Secretariat at contact@parousiagroup.com, which keeps the record.

Where a message, an application or a subscription is passed on to a system the group uses for contact, recruitment or mailing, that transmission and the place where the data is then held are governed by the privacy policy, which states them for each processing operation. Reading a page transmits nothing to a third party; sending a form transmits the content of that form to the system concerned.

Authorisation and supervisory authorities

Publishing this site is not an activity subject to authorisation, and the group holds no authorisation for it: no supervisory authority is therefore named under § 5(1) no. 3 of the German Digitale-Dienste-Gesetz. No regulated profession is exercised through the site, so no chamber, professional title or rule of professional conduct is stated under § 5(1) no. 5 of that Act.

Where a solution the group operates is itself subject to sector supervision — electronic communications, payment services — that supervision applies to the entity providing the service in the country concerned, and its authorisation is published by that entity in the country that granted it. Nothing on this site constitutes such an authorisation, and no page of it may be read as a statement that a service is authorised in a country where it is not.

For the protection of personal data, the competent supervisory authority is the one of the country in which the reader resides, and the routes to it are set out in the privacy policy. Within the group, requests concerning personal data — the exercise of the rights conferred by Articles 15 to 22 of Regulation (EU) 2016/679, a question on a processing operation, or the notification of an incident — are handled by the Data Protection Office at contact@parousiagroup.com.

Marks, imagery and third-party works

The names Parousia Group and Echad Technologies, the names of the group’s regional companies, the names of the six solutions it operates, the logotypes and the wave artwork used across the site are marks of the group, protected as such and used under its control. Marks belonging to third parties are named on the site only to identify their holder, under the principle stated by the Paris Convention for the Protection of Industrial Property. The conditions on which they may be used are set out in the terms of use.

Some of the marks shown in the partner strip are provisional typographic marks drawn for this site pending the official files from the entity concerned. They are replaced as those files are received. They are not the definitive marks of the entities they designate and are not to be reproduced as such.

Photographs and film sequences are used by the group under the rights it holds or has obtained. The typefaces are third-party works used under the SIL Open Font License 1.1. A rights holder who considers that a work is used on this site without a right writes to press@parousiagroup.com, identifying the page and the work; the claim is examined by the Legal Department, and the item is withdrawn for the duration of that examination.

Contact point under the Digital Services Act

This site is not an intermediary service within the meaning of Article 3(g) of Regulation (EU) 2022/2065. It publishes the group’s own content: it does not transmit information provided by a recipient, it does not store information at a recipient’s request, and it disseminates nothing to the public on anyone else’s behalf. Articles 16 and 13 of that Regulation, which govern notice and action for hosting services and the designation of a legal representative in the Union by a provider of intermediary services established outside it, therefore do not apply to it. Should the group operate an intermediary service addressed to the Union, the designation required by Article 13 will be published here.

The group nevertheless designates a single point of contact, on the model of Articles 11 and 12 of that Regulation, and operates the notice mechanism described in the next section. The function designated as that point of contact is the Legal Department, which receives communications from the authorities of a Member State, from the Commission and from the European Board for Digital Services under Article 11, and communications from readers under Article 12.

Single point of contactLegal Department, Parousia Group. Electronic address: contact@parousiagroup.com. Postal address: Parousia Group, 157, avenue du Livre, Kinshasa – Gombe, Democratic Republic of the Congo. The point of contact can be addressed in English and in French, the two languages in which the group’s legal documents are authoritative, and it is open to authorities and to readers alike. Automated communication is accepted for authorities; it is not required of a reader, and no communication addressed to this point of contact is handled by automated means alone.

Reporting content, an error or a weakness

Anyone may report content published on this site that is unlawful, a statement that is wrong, a use of the group’s name or marks that does not come from the group, or a security weakness. A report is sent to the Legal Department at contact@parousiagroup.com, or by post to the address above. No particular form and no particular wording is required. The following particulars allow a report to be dealt with without a further exchange.

  • The address of the page and, where possible, the passage or the item concerned.
  • What is wrong with it, in your own words, and why — a reference to a legal provision helps but is not required.
  • An address at which the group can reach you, unless you prefer to report anonymously, in which case the group acts on the report but cannot tell you what it did.
  • A statement that what you report is accurate to the best of your knowledge.
What the group does with a reportThe Legal Department acknowledges a report within five working days and states, in that acknowledgement, what it intends to do and by when. Reports are read and decided by a person; none is decided by automated means alone. Where a report raises a serious doubt about the lawfulness of a passage, the passage is withdrawn for the duration of the examination. Where the group declines to act, it says so and gives its reason, and it states the routes open to the person who reported the matter.

Security weaknesses are received at the same address, with the word security in the subject line, and are examined by Group Security together with the Legal Department. The same acknowledgement applies. The group asks that a finding not be made public before it has been able to answer, and it does not take action against a person who reports a weakness in good faith and without going beyond what establishing it required.

An accessibility barrier is reported in the same way. It is dealt with by the Legal Department together with Group Operations, under the accessibility statement, which sets out the state of conformance, the content that is not accessible and the reason for it, and the route to the accessibility enforcement body of your jurisdiction.
